Enhancing civil-military cooperation at ATM network level throughout collaborative decision-making.
The solution evolves the validation of mission trajectory lifecycle into the ATM network level execution phase, specifically the management of military ATM demand shared as improved OAT FPL in tactical flow and capacity management and ATC operations, within two distinct clusters. The solution builds upon the results and continues the approach set in SESAR 2020 wave 2 concerning the integration of mission trajectory and advanced flexible use of airspace concepts, enhanced by civil-military CDM, within a consistent description of military ATM demand by having at core, the improved operational air traffic flight plan (iOAT FPL) mechanism.
Three validation exercises are planned to deliver a ready-for-deployment solution. The first is addressing the platforms/prototypes, processes, and services for the integration and optimisation throughout civil-military CDM of iOAT FPL data into the tactical flow and capacity management, at local and network levels to satisfy both military short and very-short-term mission planning requirements and network demand and capacity balancing needs. The other two exercises validate the platforms, processes, and services for the execution phase of mission trajectory management within ATC operations by addressing an integrated ATM system in which both civil and military controllers are able to provide a seamless service to military missions. Real-time revision of mission trajectory to benefit both ATC and mission planning change requirements is a key improvement targeted by validations.
Eventually, the expectation is to ensure the safeguard of military mission effectiveness by fulfilling the needs of the next generation of fighter aircraft operations with no adverse effects on safety and human performance, while providing benefits to ATM performance, especially in the areas of capacity, operational efficiency, environment, and civil-military cooperation.
