Multimodal Passenger-centric disruption management to improve  network performance UNDER Disruptions

Current disruption management approaches are usually applied within spatially limited areas (i. e. local or national), with regards single modes, with limited sets of counter measures, having a pure operational focus or by providing only fully centralized approaches for network disruption management. Further, the majority of approaches tackles real-time disruption management problems, whilst only few cover the tactical perspective. Additionally, tactical disruption management solutions tend to be implemented in a distributed manner with little coordination. Multimodal and passenger-centric disruption management can tackle this issue and provide systemic benefits for the whole transport network.

The solution applies innovative passenger-centered disruption management for efficient and resilient multimodal operations in the ATM context. The disruption management is based on coordinated air and rail tactical schedule adjustments, speed / trajectory adjustments and passenger reallocation. It thus takes into account multimodal disruption management measures such as schedule, speed and trajectory adjustments in the entire network, which allows to reschedule, cancel, reroute and short turn services. The aforementioned measures are optimized in a passenger-centric fashion for international transportation networks whilst regarding for different levels of centralization. The main innovative aspect of the traffic and passenger management proposed in this work package is that it will consider both air and rail networks and their interactions when managing disruptions, with particular focus on passengers’ multimodal itineraries. 

Thereby, this solution will explore the impact of coordinated, multimodal optimization and identify the data sharing requirements for the corresponding implementation.
The results of the experiments conducted for the solution will be relevant for the decision process of future policies and the integration of multimodality.
