This solution will focus on delegation of ATM Services between air traffic services units (ATSUs) using “D” type of delegation architecture between 2 ATSUs, each one with its own air traffic data service provider (ADSP), and using virtual centre technologies.
Delegation will be achieved by providing interoperability services for remotely connecting controller working positions (CWPs) from the receiving ATSU to the ADSP of the delegating ATSU without affecting the respective ATSU AoRs (areas of responsibility). Further needs of this concept will be analysed in order to conclude whether some specific critical features would emerge to support delegation needs. As a prerequisite to an advanced distribution of control in a D architecture, the receiving working positions will be able to switch between receiving and delegating ADSP during the delegation procedure.
The set of services provided can use legacy data flows as well as standardised SESAR virtual centre services. In addition to this, SESAR virtual centre data model will continue to evolve to support the integration with the most up to date ATC system version available. Different operational use cases are proposed based on traffic/organisation needs or on contingency needs. The scope of the exercises will be structured in these 2 groups of uses cases: - Delegation of ATM services provision at fixed time and at night. - Delegation of ATM services provision in case of contingency.
SESAR 2020 Wave 2 solution PJ.10-W2-93B focused on D architecture supporting delegation of ATM services among ATSUs reaching TRL4 at the end of Wave 2. The execution of the previous use cases will validate the improvements towards the expected maturity of TRL6.This ATM solution will be validated by means of Real Time Simulations using an iTEC platform.
The validation exercise will be based on a D architecture deployed in a real-life environment to validate the interfaces required for delegation, such as:
- Flight data management and distribution
- Correlation - coordination and transfer
- Monitoring aids
- Operational configuration
Other essential interfaces to be used for delegation will be based on standing standards such as ASTERIX. (e.g. surveillance and safety nets).
This solution is expected to be developed using improvements made to the platform coming from the Next Generation ATC Platform solution and will be used as the main reference for the activities that the DEVICE Digital Sky Demonstrator is addressing with with respect to the D architecture. To this end, the solution plan is coordinated and aligned with the DEVICE project plan, ensuring adequate progress toward the solution’s maturity (TRL 6 in iSNAP and TRL 8 in DEVICE).
